Mbabazi Jonas Musinga is a Social Development Specialist, currently working as a Research Fellow and Projects Manager at the Advocates Coalition for Development and Environment (ACODE). He has over 15 years of experience advancing governance, accountability, and inclusive development across Uganda. He specialises in social risk management, public policy analysis, stakeholder engagement, and institutional strengthening, with a strong focus on decentralised systems, climate justice, and service delivery in fragile and underserved contexts.
At ACODE, Jonas leads large-scale, multi-donor-funded programmes spanning up to 35 districts, providing strategic and technical leadership in policy advocacy, stakeholder engagement, and project implementation. He provides technical support for project designs to ensure inclusivity and enhance social development outcomes. His work has strengthened citizen voice, improved transparency in local governance, and enhanced the responsiveness of public institutions through evidence-based research and inclusive accountability mechanisms. He has successfully managed complex partnerships with government agencies, civil society organisations, and development partners, while supervising multidisciplinary teams and coordinating interventions in restrictive civic environments.
Jonas has an extensive track record in policy research and thought leadership, having authored and contributed to numerous policy papers, briefs, and national dialogue processes that inform decision-making at both local and national levels. His expertise spans social safeguards, community development and livelihoods restoration action planning, gender and social inclusion, grievance redress systems, and conflict-sensitive programming, including advisory support to the World Bank and other development initiatives.
He is committed to advancing systems that promote accountable governance, climate-resilient development, and inclusive participation, and continues to contribute to policy discourse, institutional reform, and transformative development practice in Uganda and the wider region.
