Call for Proposals - Undertaking a Compliance Assessment of FY 2025/26 Budget to Climate Change Interventions in the NDPIV

ACODE invites proposals for a consultant to undertake a compliance assessment of the FY 2025/26 annual budget against the climate change goals, objectives, interventions, and targets mainstreamed in NDPIV. The overall purpose of the assignment is to evaluate the degree of compliance of the national Budget for FY 2025/2026 on climate change goals, objectives, interventions, and targets outlined in the Fourth National Development Plan (NDP IV).

The consultant will assess the alignment of the FY 2025/26 National Budget Framework Paper (BFP) with the priority NDPIV programmes (11 programmes) and Uganda’s updated Nationally Determined Contributions (NDC). The Assessment tool will be drawn from and fully aligned to the overall tool used by the National Planning Authority to undertake the Certificate of Compliance Assessment of the National Budget to the NDPIII for the Year 2024/2025. Adjustments will be made to the Certificate of Compliance Assessment of the National Budget tool to align it with NDP IV.
