Godber Tumushabe
Godber W. Tumushabe is current Executive Director of ACODE. He is a member of the Bar in Uganda and an Assistant Lecturer at the Faculty of Law at Makerere University where he teaches international law, environmental law and jurisprudence. Godber received his first degree in law (LLB) from Makerere University, Kampala in 1993. He attended a post-graduate Bar Course at Uganda's Law Development Centre and later joined the Faculty of Law at Makerere University where he obtained a Masters Degree in Law (LLM) in 1996. In 1997, Godber joined a Nairobi-based public policy think tank- the African Centre for Technology Studies (ACTS) as a Visiting Fellow and rose through the ranks to become a Senior Research Fellow in 1999. At ACTS, Godber directed Africa-wide policy research projects on environmental governance and conservation of natural resources. At the beginning of 2000, Godber attended the Ford Foundation Fellowship in Environmental Politics at the Institute of International Studies, University of California, Berkeley and later returned to Uganda as Founding Executive Director of ACODE. Since then, he has served as Chair or member of prestigious national and international policy committees of governments, civil society and international organizations. Godber has undertaken major writing and research assignments and he is co-editor with Prof. H.W.O. Okoth-Ogendo of Governing the Environment: Political Change and Natural Resources Management in Eastern and Southern Africa (1999). In 2007, Godber joined Stanford Law School as a Fellow in the Stanford Program in International Law (SPILS) and graduated with a Juridical Science Masters Dgree in April 2008. Arthur Bainomugisha
Arthur Bainomugisha is the Director of Research and Head of Peace and Conflict Programme at ACODE. He is also a part-time lecturer at the Peace and Conflict Studies Program, Makerere University as well as a visiting lecturer at the Mbarara University of Science and Technology (MUST), in the Faculty of Development Studies. Before joining ACODE, he worked as a Civil Society Fellow with the International Peace Academy (IPA), a New York based public policy think tank. He has carried out several researches and contributed articles in a number of publications on peace, security and environmental governance. Notable among his publications include: "The Roles of Civil Society in Peace Building in the Great Lakes Region", "Constitutional Reforms and Environmental Legislative Representation in Uganda", "The Torturous Peace Process in Northern Uganda" among others. Bainomugisha holds a Masters degree in Peace Studies from University of Bradford (UK) and a Bachelors degree in Mass Communication from Makerere University, Uganda. Onesmus Mugyenyi
Onesmus Mugyenyi is the Manager for the Trade Policy Governance Programme and full-time Public Policy Analyst. He has undertaken policy research and published in the areas of Environment and Trade. Onesmus has taught both Commercial and International Business Law at Makerere Business School and is an Advocate of the high Court of Uganda. He holds a Master of Law Degree from Makerere University (LLM) and a Post Graduate Diploma in Legal Practice from Law Development Centre. Email: omugyenyi@acode-u.org


Ronald Naluwairo

Ronald Naluwairo is a Research Fellow and Head of Intellectual Property Rights and Biotechnology Policy Program at ACODE. He is also Assistant Lecturer with the Human Rights and Peace Centre, Faculty of Law, Makerere University where he teaches Public International Law, Human Rights Law and Refugee Law. He holds a Bachelor of Laws Degree (LLB) from Makerere University, a Master of Laws Degree from Cambridge University and a Post-Graduate Diploma in Legal Practice from Law Development Centre. Ronald has undertaken research and published in the areas of intellectual property rights and access to Genetic resources, Biotechnology and Biosafety Policy, Human Rights and Governance.

Bashir Twesigye
Bashir Twesigye is a Research Assistant with ACODE. He conducts research with all of ACODE’s Research Programmes. He holds a Bachelors degree in Law(LL.B) from Makerere University, a Diploma in Legal Practice from Law Development Centre, and is currently pursuing a Masters degree in Law (LL.M) at the Makerere University. Eugene Gerald Ssemakula

Eugene Gerald Ssemakula is currently a Research Officer with ACODE. He previously worked as Project Development Consultant at REEV Consult International. He holds a BA in Social Work and Social Administration of Makerere University and he is currently pursuing a masters degree in Social sector Planning and Management from the same university. Eugene has gained experience in the field of Monitoring and evaluation methods and practice given the qualitative and quantitative research that he has been involved in. The assignments include Baseline, Mid Term and post ante evaluations of various organizations. Brenda J. Asiimwe
Brenda Asiimwe is a Programme Assistant at ACODE where she provides administrative support to ACODE Programmes. She joined ACODE as a graduate intern and gained a lot of experience and training to become a full time staff. She provides both research and administrative support to the various projects. She holds a Bachelors degree in Information Technology from Makerere University Kampala.

Caroline Sekiwano
Caroline Sekiwano is the current Administration, financial operations Manager at ACODE. She’s in charge of the Human resource, Administration and financial resources of the Organization. Before joining ACODE she worked with Uganda Protestant Medical Bureau (UPMB) as Finance, Administration and Human Resource Manager. She holds a Bachelor of Commerce Degree from Bundelkand University India, Postgraduate Diploma in Human Resource Management from Uganda Management Institute (UMI); a Master’s of Business Administration from Makerere University Business School (MUBS) and is currently pursuing a Doctorate in Organizational Development.

Grace Gumisiriza
Grace Gumisiriza is an Accountant at ACODE. She previously worked with Rubaga hospital, through various positions to Assistant senior Accountant. She worked as Accountant with Kampala club ltd. Grace also worked as Accountant with Spear Motors Ltd. She is a Certified Public Accountant (CPA) professional of the Institute of Certified Public Accountant of Uganda (ICPAU). Chancellar Vonze Richard
Chancellar Vonze Richard is an Assistant Accountant at ACODE. He formerly worked as Audit Trainee with Moyo District Local Government, School Bursar, Finance Administration Assistant and Finance Administration Officer for the last three years with African Development and Emergency Organization, a regional African Organization implementing health care services for Sudanese Refugee under UNHCR and Government of Uganda mandate. He holds Diploma in Business studies with a bias in Accounting from Makerere University Business School. Lillian Muyomba-Tamale
Lillian Muyomba is a Research Fellow with ACODE. With an Anti Corruption professional background, Lillian brings to ACODE a whole wealth of experience in the fields of Public Accountability, Transparency and People centered advocacy. Robert S.Nsubuga
Robert Nsubuga is current Information Officer at ACODE. He is a graduate of Library and Information Science (MUK) and has undergone professional training in Linux systems administration (LINUX+ Certified from APTECH). Robert is responsible for effective provisioning, installation/configurations, operation, and maintenance of systems hardware and software and related infrastructure. He Performs daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs and manages the organization website and the library of law and public policy. With this exposure, Robert has built a knowledge base in the definition of needs, benefits, and technical strategy; research & development within the organization life-cycle; technical analysis and design; and support to operations staff in executing, testing and rolling-out solutions in Management Information Systems operations. Daniel Lukwago
Daniel Lukwago is a Research Fellow at ACODE. He has more than 7 years working experience with Civil Society Organisations as a Policy Analyst. He has reviewed and analysed Uganda’s economic and development policies (especially macro and fiscal policies) from a pro-poor perspective. He has produced and peer reviewed over 15 papers on key public policy issues on development, poverty, governance, macroeconomic and fiscal policies. He has also done research assignments with the World Bank in Washington D.C and NGOs in Uganda. Daniel holds a Master of Public Administration (Programme in Economic Policy Management) degree from the School of International and Public Affairs; Columbia University in the City of New York, USA and a Bachelor of Science in Quantitative Economics degree from Makerere University, Kampala, Uganda. Barbara Ntambirweki-Karugonjo
Barbara Ntambirweki-Karugonjo is a Programme Assistant with ACODE under the Trade, Innovations and Biotechnology Policy Programme. She is also Assistant Lecturer at the Uganda Pentecostal University where she teaches Introduction to law, International law and Contract law at their Kampala campus. Before joining ACODE, Barbara worked with Women and Law in Southern Africa Research Trust Swaziland (WLSA) as an Assistant Research Officer. Barbara holds a Bachelor degree in law (LLB) from Makerere University Kampala. She attended the post graduate bar course at Law Development Centre in 2006. In 2009 she obtained a Masters degree in Law (LLM) from the University of Cape Town in South Africa. Hassan B. Muloopa
Hassan Muloopa is a Research Officer with ACODE. He is a professional Environmental Scientist and trainer with wide experience in policy analysis and advocacy for participatory resource management developed while on the EU-funded Strengthening and Empowering civil society for participatory forest management in East Africa (EMPAFORM) Programme. He has authored a number of policy briefs on participatory forest management under the EMPAFORM programme (2005-2009) and was the lead author for the National Integrity Country Report for Uganda 2003, Transparency International Uganda. He is a graduate forester with a B.Sc. Forestry and Post-Graduate Diploma in Education (PGDE) from Makerere University, Kampala. He has recently completed a Master of Science degree (Environment and Natural resources) also from Makerere University, Kampala. Jackie Okao
Jackie Okao is a graduate intern with ACODE under The Access Initiative (TAI) project. She holds a Bachelor’s degree in development Studies from Makerere university and is currently a Candidate of Masters of Arts in Peace and Conflcit Studies from Makerere University. She has close to four years work experience in Humanitarian Work maninly around Research and Policy Advocacy. Before joining ACODE, Jackie worked with Norwegian Refugee Council as a Project officer for Research, Advocacy and Capacity Buiding for the Information, Couseling and legal Assistance Project.
